Compliance Report · PPE & Safety
Motorcycle Protective Clothing
How to Use This Report
This report is built to be read in the order the actual export process happens, not as a list of disconnected requirements. Section 2 shows you the sequence end to end. Section 3 tells you, for each requirement, whether it's something you arrange as the exporter or something your Kenyan importer arranges. Sections 4 onward go into the technical detail: standards, testing, labelling, costs, and the mistakes that most commonly cause delays or rejections.
Two roles, one shipment
- Exporter: Country of origin-side certification, testing, PVoC/CoC, shipping documents.
- Importer (your Kenya-based buyer or their agent): Permits, port-side inspection, customs clearance, market authorization.
- Where a step is genuinely shared, it's marked accordingly. If you don't yet have a confirmed importer of record in Kenya, treat that as your first open item. Please note, several steps in Section 3 cannot start without one.
Compliance Sequence - Start to Finish
Motorcycle protective clothing is treated as personal protective equipment (PPE), not ordinary apparel, so testing evidence and zone-by-zone protector placement are checked more closely than on a standard garment shipment. Build in extra time for the CoC stage if your test reports don't already map cleanly onto KS 2795-1:2018's clause structure.
| # | Phase | What happens | Responsibility | Timing | Output |
|---|---|---|---|---|---|
| 0 | Pre-export planning | Confirm importer of record in Kenya, HS subheading, and whether the garment is marketed with a specific protection-level claim (this determines which zone/performance tests must be documented). | Shared | Before booking | Confirmed HS code and claimed protection level |
| 1 | Product testing | Sample tested against KS 2795-1:2018 parameters: tear strength (leather and non-leather), dimensional stability after cleaning cycles, impact protector presence and fixation in zone 1, and abrasion resistance. | Exporter | 2-4 weeks | Test report per clause |
| 2 | PVoC application & CoC issuance | Application lodged with KEBS-appointed PVoC agent in the country of origin; test reports, protector specifications, and labelling reviewed; CoC issued once compliant. | Exporter | 1-2 weeks | Certificate of Conformity (CoC) |
| 3 | Shipping documentation | Commercial invoice, packing list, CoC, and bill of lading prepared, with garment description consistent with the declared HS code and protection level. | Exporter | Parallel to shipping | Shipping document set |
| 4 | Import declaration & customs | Importer or clearing agent lodges the import declaration on the Kenya customs system (iCMS/Simba), referencing the CoC. | Importer | On arrival | Import declaration |
| 5 | KEBS import verification | KEBS verifies the CoC, labelling, and protector specification against KS 2795-1:2018 at the point of entry; PPE shipments are more likely to be flagged for physical inspection than ordinary apparel. | Importer | 2-5 days | Import Standard Mark (ISM) / release note |
| 6 | Customs clearance & release | Duties and taxes settled, container released from port. | Importer | 1-3 days | Release order |
